【保健管理センターより】新型コロナウイルス(COVID-19)感染症への対策について

新型コロナウイルス感染症が心配な状態の時

一人暮らしの人は、普段から家族や知人と連絡を絶やさないようにする。とくに体調不良時には、毎日必ず安否確認を行うこと。
体調不良時には、登校しない。修学・勤務時に体調不良となった時には、すぐに帰宅すること。


「帰国者・接触者相談センター」への相談・受診の目安
529日現在)
●息苦しさ(呼吸困難)、強いだるさ(倦怠感)、高熱等の強い症状のいずれかがある場合
●重症化しやすい人で、発熱や咳などの比較的軽い風邪の症状がある場合
●高齢者、糖尿病、心不全、呼吸器疾患(COPD等)等の基礎疾患がある方や透析を受けている方、免疫抑制剤や抗がん剤等を用いている人
●妊婦の方は、重症化しやすい人と同様に、早めに相談のこと。
●上記以外で発熱や咳など比較的軽い風邪の症状が続く場合
(症状が4日以上続く場合は必ずご相談。症状には個人差があり、強い症状と思う場合にはすぐに相談のこと。解熱剤などを飲み続けなければならない場合も同様)

センターに相談するレベルか迷っていたり、なかなかつながらない場合は、かかりつけ医、あるいは近隣の診療所や病院に電話で受診の可否を確認して受診する。

【受診先の探し方についてのワンポイント・アドバイス】
・各医療機関のホームページなどで調べて、発熱外来を設置しているところ、あるいは発熱がある場合には連絡するように掲載しているところは、比較的受診を受けてくれる傾向がある。
・最寄りの医療機関のホームページを探すには、各自治体等の医療機関検索サイト(検索「”(都道府県または都市名)”,“医療機関検索”」)も有用。

新型コロナウイルス感染症について、既に個別の指示を受けている場合
新型コロナウイルス関連感染症またはその疑いと診断された、濃厚接触者であると言われた、一定期間の健康観察を指示されたなどの場合は登校しない。
すみやかに専用のウェブフォームにて必ず大学に報告すること。

新型コロナウイルス感染症の療養中に下記のような症状が現れた場合は、緊急に対応しなければならない。すみやかに指示された窓口に相談・受診すること。

新型コロナウイルス感染症の軽症者等に係る宿泊療養・自宅療養における健康観察における留意点について(厚生労働省)

予防の基本

予防とは、ウイルスが自分にうつらないこと、そして他人にうつさないことである。コロナウイルスは、発症の2日前から感染させる可能性がある。
コロナウイルスのおもな感染経路は、飛沫感染と接触感染の二つである。それゆえ、この経路を遮断することが基本である。

普段からつねに心がけなければならないこと
① 毎日の体温測定と記録
② マスクを着用すること
③ 自分のハンカチないし手拭いを携行すること
④ 洗っていない手で顔(目鼻口)を触らないこと

マスクは飛沫感染対策であり、同時に、口や鼻の粘膜に手が直接触れないことによって、接触を避けられる。
ハンカチは、石鹸で手を洗うためのものである(手拭いの共用はしない)。共有物にふれた後、咳やくしゃみの後、食事の前後などに励行する。
手洗いは流水と石鹸で指先から手首まで30秒以上が基本。アルコール擦拭剤での代用も可であるが、あくまで石鹸の代用である。

外出する際には次のことを励行する
●体温が平熱で風邪症状などの不調がないことを確認する。
●発熱時や体調不良時には、自分のため、そして人のために外出は控える。
●人との物理的距離の確保する(できるだけ2メートル以上)
●咳エチケットを守る。
●選択の余地があれば、屋内よりも屋外、より広い空間を使用する。
●室内では持続的又は定期的な換気を確保する。
●会話時は真正面で向かい合うことを避ける。
●多数の人が触れる場所やものは、希釈した塩素系漂白剤で拭くなど清潔に保ち、触れたらまめに手を洗う。
●物品や機器の共用は可能な限り避けること。
●帰宅時にはかならず手と顔を洗う。

三密を避ける
三密では、咳やくしゃみを介さずとも、飛沫感染が起こりえる。
クラスター(集団)発生のリスクが高い3つの条件、いわゆる三密とは次のようなものである。

・換気の悪い密閉空間

・多数が集まる密集場所

・ 間近で会話や発声をする密接場面

→2方向以上の窓を開ける/常時機械換気

→手の届かない座席間距離、接触箇所の消毒

→対面で座らない、マスクせずには会話しない

やむをえずこのような条件の揃う環境に滞在してしまった場合は、その時点およびそれ以降の自分の行動を記録し、接触者に連絡が取れるようにしておく。また、その後14日間は健康観察を怠らないこと。

持病のある人
かかりつけ医のある人は、体調管理について主治医とよく相談すること。感染が拡大した地域では、外来受診も影響を受けることがあり、持病の治療薬は、主治医と相談の上で、常に十分な数がある状態を維持する。主治医から大学生活や業務に対して制限を指示されている場合は、保健管理センターの医師に相談すること。

予防の前提
感染予防に際しては、心身の状態を健康に保つことが第一である。睡眠、食事、運動について適切な対処をする。

濃厚接触とは

➀距離の近さと➁時間の長さで考える。

必要な感染予防策をせずに手で触れること、または対面で互いに手を伸ばしたら届く距離(1m程度)で15分以上接触があった場合に濃厚接触者と考えられる。

新型コロナウイルス感染症対策専門家会議では、対面で人と人との距離が近い接触が、会話などで一定時間以上続き、多くの人々との間で交わされる環境は感染を拡大させるリスクが高いとされている。

感染可能期間とは

症状(*)を呈した 2 日前から隔離開始までの間

*発熱、咳、呼吸困難、全身倦怠感、咽頭痛、鼻汁・鼻閉、頭痛、関節・筋肉痛、下痢、嘔気・嘔吐など

Caution against Novel Coronavirus (COVID-19) [updated May 11]

To all members of the university community

We ask you all to stay informed of the latest reliable information on infection with the Novel Coronavirus (COVID-19) by the public authorities (listed at the bottom of this article) and notifications from the university. Rational understanding is important. Be careful not to be distressed with flood of information.

Check this article and learn the revised criteria about “when to make a call to the telephone consulting service or medical facility” and about practical preventive actions to be taken both at home and the university.

 It is important to strengthen and continue preventive actions individually during prolonged life with various restrictions which requires a lot of your efforts.

If you live alone, contact your family members and friends regularly.

Be prepared in cases you or your family member get sick: check local points of contact in advance.

If you are currently receiving any direct instructions from a local public health center, quarantine station or medical professional, continue to follow them and contact the university office to report your situation promptly.

Recent epidemiological study suggests the COVID-19 virus is transmitted from 2 days before the symptoms appear on the infected patients and its contagion lasts on recovering period. Having mild or less symptoms do not mean less contagious. Virus from an infected person may remain on the surface at least for 3 days after direct contact or droplets spreading with the voice or cough. 

Accurate and prompt report from the diagnosed/suspected person is essential to figure out the population at potential risk and to take prompt action to prevent epidemic, which should include the time course of your symptoms, diagnosis, and meeting people.

I. If you are currently receiving any direct instructions:

If you are diagnosed or suspected of having Novel Coronavirus (COVID-19), regarded as a person of patients’ close contact, or requested to observe and report your health condition in designated period:

Contact the university office and refrain from coming to the campus promptly. Please accept that your report will be shared among the staff members who are responsible for campus safety and healthcare management.

If you are currently receiving any direct instructions from a local public health center, quarantine station or medical doctor, continue to follow them for self-care and self-observation.

If you have mild symptoms and are requested self-isolation at designated accommodation facilities or at home, do not forget to ask your family members or close friends for observation and practical assist. It is as important as monitoring your own condition to prepare for possible development of symptoms.

In case your symptoms worsen as follows, do not hesitate to contact with the appointed office immediately to access urgent medical care.

II. Time to call the telephone consulting service or medical facilities

(1)Time to call the telephone consulting service operated by your local municipality government:

If you have cold-like symptom within 2-weeks of close contact with a diagnosed patient, person from pandemic area, or of returning from epidemic area, it is time to phone the call center.

If your cold-like illness and conditions meets the criteria as following, it is also reasonably deemed the right time to call the ’Consultation Center for the people with potential COVID-19 exposure’ (帰国者・接触者相談センター. Its name may differ in some areas.) operated by the local municipality government. Be aware that the criteria might be revised. Check the latest guidance by the Ministry of Health, Labor and Welfare or public health center of the municipal government.

○   People who are applicable to any of the following cases, do not hesitate to consult the call center. (Consultation is available even if it is not applicable yet)

☆   Having any of the severe symptoms such as shortness of breath (difficulty in breathing), feeling very lethargic (exhaustion) or a high fever.

☆ Vulnerable people (* ) who have mild cold-like symptoms or a fever.
* Seniors, people with pre-existing conditions such as diabetics, heart or respiratory diseases, or people taking immunosuppressant or anticancer drugs)

☆ People being not applicable to the list above, whose cold-like symptoms or fever has been lasting.
(Do not hesitate if you have suffered from the symptoms for 4 days or more. Symptoms differ individually. If you feel severe symptoms, consult promptly.
Regard as the same when you need to continue to take an antipyretic).

○   In some area you could consult with the local medical association or clinics etc. in addition to the call center of the municipal government. It might convenient for you.

 (Pregnant women)
To avoid unnecessary risk, pregnant women should also seek early consultation.

 (Parents)
Children having symptoms would see pediatrician. Consult with the municipal call center or the attending pediatric clinic/hospital by the phone before your visit.

!These criteria are applicable for personal consultation and access to medical services. The need for diagnostic tests will be determined by doctor case by case.

Make sure to tell the consultee if you had returned from the epidemic countries / regions or have had close contact with a resident of those areas or patient who had been diagnosed with COVID-19 infection in the past two weeks.

 In case your symptoms worsen, do not hesitate to contact with the appointed office immediately to access urgent medical care, such as inability to lie down, being able to breathe only while sitting, difficulty breathing even during everyday activities, or lips turning purple.

(2).Consultation center for the people with potential COVID-19 exposure(帰国者・接触者相談センター)

Every municipality government provides a telephone consulting service.
Prepare the phone number of the call center by the municipality government of your residence, for possible consultation about your symptoms developed in the near future.

The consultee will instruct you on an appropriate action to take. If the consultation center suspects that you might be infected with the coronavirus, you will be instructed to visit a special outpatient clinic for possible COVID-19 infection. If you are recommended to consult at general outpatient clinic, find the closest one. Call in advance and  get advised when to visit.

When visiting the special outpatient clinic, do not forget to wear a mask and to refrain from taking public transportation.

If you receive any direct instructions at consultation, follow ‘I‘ above.

 

III.  Preventive and responsive actions (applicable to everybody)

Practice preventive measures:
Maintain proper distance between other people, wear a mask, and wash your hands frequently.
Both at home and in the university, behave appropriately according to;

Wear a mask when you are sick with coughing or sneezing. It is also recommended to wear a mask when you meet and talk with persons face to face.

Wash your hands frequently with running water and soap at least 30 seconds up to your wrist. The use of alcohol-based hand sanitizers may be ‘substitute’ of running water and soap.

Do not forget to wash your hands especially when you return home, after coughing or sneezing, before or after cooking / eating, etc.

ii) Consider possible infection of yourself anytime. Wear a mask covering your mouth and nose when you meet people.

iii) Avoid closely packed gathering in small indoor spaces where ventilation is poor.

Avoid the “Three Cs”!

1.Closed spaces with poor ventilation          

2.Crowded places with many people nearby

3.Close contact settings such as close-range conversations

If you have had stayed in such an environment unavoidably, intensely monitor your health condition for 14 consecutive days.

iv) Make sure you have enough sleep and regular eating routine to keep yourself in good condition.

v) Keep the places and objects touched by multiple people clean; wipe with alcohol or diluted household bleach solutions. Wash your hands after touching such things.

(2) Observe your health condition

Monitor and record your temperature every morning and evening (except right after meal or bathing). Check whether you have any symptoms of a common cold or not and keep a record of it. It is recommended not only for early detection of your illness but also for possible risk assessment of the people around you when you get infected.

Not only when you have fever or symptoms of a common cold but also when you have no symptoms yet, consider you might have been infected with the virus; stay home as much as possible, and avoid close contact with people.

Masks over your mouth and nose prevent droplets from spreading with your voice or cough.

– Touching an infected person directly, without anti-infective measures

– Meeting an infected person 15 minutes or more at a distance of around 1 meters (3 feet) or less

IV. Special Attention

1) Care for your present illness

If you are currently receiving any medical treatment for chronic problems, consult with your doctor about your risk and preventive actions.

In the areas where COVID-19 is widely spreads, medical services of its outpatient clinics may be restricted due to their infection control. Thus, it is recommended to keep enough prescribed medicine in consultation with your doctor.

If you have any studying / working restrictions advised by your attending physician, consult at the Health Care Service Center about your studying / working environment.

2) When you have returned from foreign countries/regions

Those arriving from the epidemic countries / regions are requested to report the fact and to follow the quarantine regulations at the airport.

All arriving from foreign counties/ regions are called upon to wait 14 days at a location designated by the quarantine station.

3) Mental health

It is essential to recognize that everybody may feel a wide range of anxiety and nervousness during disease outbreak.

The most important basics to keep your mental and physical health in good condition is:

  • Rational understanding

Access only reliable latest sources and keep you updated. (The university website provides its decisions. Reliable information sources about the disease and the health are listed below, as well as on the university website.)

  • Adjusting your body’s internal biologic clock

Maintain your daily routine: eat and sleep regularly, do physical exercises.

  • Consciously taking adequate time to release your physical stress and to relax.

Loss of sense of taste / smell has been reported as a symptom appearing in patients with Novel Coronavirus (COVID-19) infection. However, this symptom appears not only with COVID-19 infection, but also with ‘common cold’ or influenza. Also, it disappears spontaneously in most cases and there is no specific medicine to treat it.
